Description:
The Captain of Uniform Services is
responsible for the day-to-day
operations of the Uniform Services
Division, which includes the Patrol
Unit, Traffic Unit, Bike Unit, Housing
Authority Unit, School Resource
Officers, and the Honor Guard. The
Captain of Uniform Services for the
Carrollton Police Department is Daryl
Diamond, who began his law enforcement
career at the Carrollton Police
Department on July 3, 1996. Captain
Diamond joined the Carrollton Police
Department after graduating from the
University of West Georgia, in
Carrollton, with a Bachelor of Science
Degree in Criminal Justice. Captain
Diamond began his career as a Patrol
Officer in the Patrol Division. After a
few years, he was transferred to the
Traffic Division. Three years later, he
was promoted to Corporal of the Traffic
Division, and then in 2003, he was
promoted to Sergeant of the Traffic
Division. In October of 2004, Captain
Diamond was promoted to Captain of
Uniform Services, and was voted Officer
of the Year. Captain Diamond became one
of the Department’s first Motorcycle
Officers while he was Sergeant in the
Traffic Division. During his training at
the Department, Captain Diamond has been
able to successfully complete
Intermediate Certification, Advanced
Certification, Supervision
Certification, and Management
Certification, as well as being a
graduate of Carroll County Leadership
Academy. He is also an active member of
the Georgia Association of Chiefs of
Police.

Traffic:
The Traffic Unit, under the
direction of the Captain of Uniform
Services, concentrates on high incident
locations, conducts traffic checks,
investigates accidents, utilizes various
speed detection equipment, and provides
traffic control and/or escorts for
special events. A Motorcycle Unit was
established in May of 2004 within the
Traffic Unit. The purpose of the
Motorcycle Unit is to allow for more
agility in the enforcement of traffic
laws and to improve community relations
with the Department.

Patrol:
The Patrol Unit, which comprises the
largest single component of the
Department, provides uninterrupted
24-hour service to the City of
Carrollton. In order to address the
demands for service, the Patrol Unit
relies upon a system of resource
management whereby the City is divided
into four (4) quadrants to facilitate
and maximize patrol. The Patrol Unit is
also divided into four (4) shifts, each
being supervised by a Sergeant and at
least one Corporal, who oversee the
day-to-day operation of the shift.

Bikes:
The Bike Unit was established
on December 14, 1994 in an effort to
move the Department towards Community
Policing. At the present time, the unit
consists of a Sergeant and three
Patrolmen. The main task of the Bike
Unit is to perform Community and
Problem-Oriented Policing. This involves
establishing lines of communication
between the Police Department and the
community to identify and address
problem areas in an effort to seek
solutions that will improve the overall
quality of life within the City of
Carrollton.

School Resource Officers:
The SRO, School Resource
Officer, is a nationally accepted
program involving the placement of a law
enforcement officer within the
educational environment. The officer,
while in school, is involved in a
variety of functions aimed at
prevention. Besides being an active high
profile law enforcement officer, the SRO
is a resource for students, parents,
teachers and administrators regarding
law issues. Another duty for the SRO is
being a link to other service agencies,
which provide preventive and counseling
services within the school district.
Working hand-in-hand with the Principal
in each school, the SRO assists with
finding solutions to problems affecting
school age children. The basic outline
of duties for the SRO includes
investigating crimes that occur within
the school and on school property,
providing security at school sporting
events, creating a positive role model
for students, creating a link between
law enforcement and the students, and
being a resource for parents, staff,
administrators, and students in regards
to law enforcement and community
problems.

K9:
| In
late 2007, the Carrollton Police
Department implemented a K-9 unit to the
Uniform Division. Officer Matt Kenerly
requested permission to pursue a grant
for this program but was unsuccessful in
his attempt. Carroll County Sheriff
Terry Langley offered to purchase us a
full service police dog and we accepted.
Matt attended a 10 week training course
along with his new partner, Rudy. Rudy
is a Belgian Malinois and is trained in
drug detection, suspect tracking and
apprehension.

B.A.D.G.E. (Bullying, Attitude, Drugs, and Gangs
Education) is a ten week program created by
members of the Carrollton Police Department.
The program is designed to teach children about
internet safety, bullying, school violence,
gangs, friendship, stress, peer pressure,
attitudes, personal safety, and drugs. B.A.D.G.E.
officers work with the children to teach them
skills to help them make good decisions in
life. The lessons offer a chance for the
children to role play using their new skills and
help them gain self-confidence for real life
situations. The lessons also help students
identify positive alternatives to drug abuse and
violence.
