Description: It is the
responsibility of the Criminal
Investigative Services Division to
investigate incidents within its
jurisdiction and to determine whether a
crime has been committed. This Division
collects and organizes facts and
evidence that lead to the
identification, apprehension, and
successful prosecution of the offender.
The Criminal Investigative Services
Division is comprised of four law
enforcement units: General
Investigations, Domestic Violence,
Identification/Evidence, and the Drug
Suppression Unit. One Investigator is
assigned to the West Georgia Drug Task
Force, which is a multi-jurisdictional
unit commanded by the Georgia Bureau of
Investigation with enforcement powers
throughout the Coweta Judicial Circuit.
Two (2) civilian units, the Records Unit
and Crime Analysis Units, are also under
the command of Captain Dobbs. Captain
Chris Dobbs is the Captain of the
Criminal Investigative Services
Division. He began his law enforcement
career with the Carrollton Police
Department in September of 1992. In June
of 1999, he was promoted to Corporal,
and in March of 2001, he was promoted to
Sergeant of the Traffic Division. His
promotion to Captain came in April of
2004. Originally Captain Dobbs was
promoted to Captain of Uniform Services;
however, in September of 2004 he was
transferred to Captain of Criminal
Investigative Services. Captain Dobbs
has attended the Carroll County
Leadership Academy and the Georgia Law
Enforcement Professional Management
Program, and is a member of the Georgia
Association of Chiefs of Police.

Drug Suppression: The Drug
Suppression Unit, under the command of
Criminal Investigative Services Division
Captain Chris Dobbs, is comprised of
three Officers who are responsible for
the suppression of drug activity,
organized crime activity, and vice
activity by initiating and investigating
any cases of these activities, as well
as assist the General Investigators as
necessary. These Officers also serve as
the Control Investigator for
confidential informants. They must
properly document all contact with
informants and supply the appropriate
information to the Captain of Criminal
Investigative Services. This Unit is
also responsible for seeking out
information regarding the local drug
trade, gang activity, or/and assisting
other law enforcement agencies.

Crime Scene Processing/Evidence Custodian:
The Identification/Evidence
Unit is actually two units operating
under one umbrella. The Crime Scene
Unit, which is the Evidence part of the
Identification/Evidence Unit, is
responsible for the collection of
evidence from crime scenes as well as
the intake, processing, and release of
evidential property. This unit is also
responsible for the safekeeping of
property or evidence, as well as proper
record keeping of any and all property.
Technician Sherry Hosey, who became a
certified Police Officer in 2005, holds
State certifications as a Crime Scene
Technician, an Identification
Technician, and an Evidence/Property
Custodian. Three other Officers, who are
also State certified as Crime Scene
Technicians, assist Technician Hosey.
Each of the Crime Scene Technicians is
placed on the Departmental on-call
schedule, thereby making it possible for
our Department to have a Crime Scene
Technician available twenty-four hours a
day. The Identification Unit, which is
the Identification part of the
Identification/Evidence Unit, is
responsible for fingerprint and palm
print identification, classification of
prints, Identi-Kits composites, and
Quick-Sketch composites.

Carrollton Police Department is
dedicated to the resolution of criminal
cases. We have a pool of general
investigators who work diligently to
identify, apprehend, and successfully
prosecute offenders. Positive working
relationships have been established with
numerous agencies, representatives, and
community constituents to accomplish
this goal. Technical and fiscal
resources have been allotted to the
Criminal Investigative Services Division
in an effort to support the ever-growing
needs and changes of our community.

Records Clerk:
The
Records Clerks, under the direct
supervision of the Criminal
Investigative Services Captain, are
responsible for the safe-keeping of the
necessary paperwork to ensure proper
processing of accident and incident
records for release to requesting
parties. All requests for records are
handled through this office, along with
ensuring compliance and adherence to the
proper retention schedules set by the
State of Georgia and the City of
Carrollton.
The Records
Clerks also fulfill the role of the
Criminal Investigative Services
Receptionist, greeting and assisting the
public, answering incoming calls to this
Division, and carrying out various
administrative duties. Also in the
Records Clerks’ scope of duties include
entering every Incident Report taken by
a City of Carrollton Police Officer into
the Department’s computer system.
