The Chief of Police is the executive officer of the Carrollton Police Department and is responsible to the City Manager for the proper administration of Departmental affairs. His responsibilities include formulating Departmental policies and seeing that the rules and regulations and all general orders are understood and enforced. The Chief of Police is also instrumental in the formulation and adherence to the Department’s annual budget as well as the day-to-day operations of the Department. The Carrollton Police Department operates under the direct supervision of Chief Joel Richards. Chief Richards has served the Department since September of 1992. He has served in various capacities ranging from Patrol Officer to his now current position, Chief of Police. Chief Richards was promoted to Corporal in the Traffic Unit in October of 1996. In May of 1998, he was promoted to Sergeant in the Patrol Unit; and in March of 2001, he was promoted to Captain of Uniform Services. At the onset of Past Chief Barry Carroll’s fatal illness in February of 2004, Chief Richards was promoted to Deputy Chief to assist Chief Carroll with the day-to-day operations of the Department. In September of 2004, Joel was promoted to Chief of Police. He received the Carroll County Employee Committee Spirit Award in 1995 and the Jaycees Award in 1997. He is a member of the International and Georgia Associations of Chiefs of Police, serves on the Boards of Directors for Carroll County Emergency Shelter and West Metro Regional Drug Enforcement Office, and is a graduate of Carroll County Leadership Academy.
